SysReq() action

The SysReq() action emulates the SYS REQ key on a 3270 keyboard. In TN3270E mode, it sends a TELNET AO sequence. In TN3270 mode, it sends a SYS REQ AID and waits for the host to unlock the keyboard.

In NVT mode, SysReq() fails.
