When true, causes the cursor to blink.

Note that in wc3270 (new in 4.1), this resource is independent of cursor blinking implemented by the underlying Windows Console. Windows Consoles prior to Windows 10 generally have blinking cursors. In that case, setting this resource to true will result in strange, irregular blinking, and setting it to false will not stop the blinking.
